How it works
Six stages from first submission to release permit. Here is exactly what happens and what we need from you.
Product registration alone does not release a shipment
Additional activities may be required, such as:
REGISTRATION
Comprehensive product dossier compilation, formula breakdown validation, ingredient safety verification, and official submission through Dubai Municipality (Montaji/FIRS) or federal MOIAT portals.
CUSTOMS CODE
Registration and activation of your commercial Importer Client Code with Dubai Customs, HS tariff harmonization, and electronic commercial shipment import permits.
RELEASE PERMIT
Direct coordination for port sample draw, temperature checks, ZDLM food safety clearance or CPIP non-food seal inspections, and final electronic container gate-pass issuance.
The registration process, step by step
From initial corporate account setup to final port clearance, every milestone is systematically managed under confirmed SLAs.
DM Account Creation
Establishment of your enterprise profile on the Dubai Municipality portal (Montaji / FIRS). Verification of company trade license activities, representative authorization, and activation of ministerial submission credentials.
Label Assessment as per DM Requirements
Comprehensive technical review of packaging artwork against GSO 9/2019 and UAE standards. Validation of ingredient nomenclature, mandatory warning claims, net contents, allergen declarations, and formatting requirements.
Arabic Translation (if required)
If requiredOfficial certified Arabic translation and bilingual packaging localization. Formatting of standardized nutritional fact panels, usage instructions, storage conditions, and statutory Arabic sticker overlay design.
Document Submission
Compilation and digital submission of the technical regulatory dossier, including Certificate of Free Sale (CFS), GMP certificates, 100% quantitative formula breakdowns, and accredited laboratory test reports.
Product Registration
Authority technical evaluation, safety officer assessment, and direct representation to resolve ministerial inquiries, leading to the formal issuance of the Dubai Municipality Product Registration Certificate.
Release Permit
Final stageBorder arrival processing, customs clearance documentation alignment, physical port inspection coordination, and issuance of electronic ZDLM/CPIP release gate-passes for seamless market entry.

What 4 Aces handles
What we need from you
Requirements vary by product category. We confirm your exact list at consultation.
What slows a submission down
Most delays are avoidable. These are the common causes and how we prevent them before filing.
Incomplete documentation
Submitting unnotarized Free Sale Certificates (FSC), missing CAS chemical identifiers, or expired manufacturing GMP credentials.
Labels not meeting requirements
Non-compliant font sizes, missing net contents, omitted allergen warnings, or unsubstantiated therapeutic claims.
Missing Arabic translation
Attempting to clear retail consumer goods with English-only packaging without an approved Arabic sticker overlay.
Slow response to authority queries
Failing to address municipal safety officer inquiries or lab test requests within the statutory window.
How long will it take?
Turnaround depends on product category and official ministerial processing paths.
Times are indicative and depend on document readiness. We confirm your timeline at consultation.
